The ” ͈̮” character acts as a character modifier inserting itself below the character that immediately precedes it. URL encoded, it’s the 8 byte string “CD88CCAE”

When put together, it looks like a smiley face – as in below the title of this page. CD88 acts as the eyes and CCAE acts as the mouth.
