In order to by-pass this error and view the contents of the pdf document, you will need to download this document to your disk and open it with Adobe PDF reader. You may need to “right-click” on the document (or two-finger click on macs) and click “open with Adobe PDF reader”
I have been unable to find ANY software that can open, convert, or otherwise read these types of PDF files other than Acrobat. If you know of any alternative software for these edge-case files, please comment below.
